About 60% of vegetable seeds on the market have the phenomenon of licensing. The introduction of national standards provides a strong basis for cracking down on variety counterfeiting and infringement; The intensity of the source control of the crackdown on counterfeiting in the seed industry has increased, and the investigation and punishment of violations of law and discipline have been combined; The third National Germplasm resources survey was launched; Clarify the standard of "decoupling between government and enterprises" and promote the scientific research reform of seed industry; Scientific and technological personnel of public institutions can work part-time in seed enterprises; Seed e-commerce platforms are intensively launched, and the seed industry has opened a new model of e-commerce.

The business scope of crops was expanded to hybrid rice seeds, hybrid corn seeds, rape seeds, watermelon seeds and vegetable seeds.
